Rays only have a $53M payroll and are thus approxinately $7M short of the theoretical floor. Therefore, Tampa should have a $3.00 credit available for use this year or to be rolled over to next year.
So there should be no billing for the Nick Allen promotion or any other future promotion or any trade that adds (up to) $7M in salary.
